City vision’s Annual Plan 2026-27 Consultation Explainer
This year’s annual plan is out for consultation and City Vision elected members highly value your input.
Our local board members have put their heads together and created these suggestions to guide your submission, which you can make at https://akhaveyoursay.aucklandcouncil.govt.nz/annual-plan-2026-2027
We suggest reading through the plan content and then using our suggestions below to help you create your submission.
Question 1: Our overall plan and proposed increases to rates
The 7.9% rise was forecast in the 2024 LTP. This amounts to $6.16 per week for the average household. The extra funds cover depreciation and maintenance of the CRL and stormwater investment without too much impact to community programmes.
The plan lays out what is budgeted for transport; water; the built environment; natural environment; community; economic and cultural development; well-managed local government; and major projects (this includes restoration of the Leys Library and the Olympic Pools and investment in the City Centre Masterplan).
Show your support for any aspects you like in “Tell Us Why”
Eg. Transport projects such as the CRL, Eastern Busway, Big projects like Leys Library or Olympic pool, electrification of facilities/transport, etc
Question 2 - Changes to other fees and charges
Please respond as far as they affect you.
Question 3 - Local Board Priorities.
Some boards have more funding and propose new projects - are they what you want? Waitemata Local Board has a $1m budget gap. If you have other ideas for making ends meet let us know in the “tell us why” section.
This is an opportunity to highlight your local priorities whether it be maintaining libraries, improving beaches, walking and cycling improvements, climate action, improving the urban realm around Parnell and Maungawhau stations, youth/ senior programmes etc.

Question 5 - Planning for the Future of Auckland
This is your opportunity to steer future investment towards people-friendly cities, stronger communities, climate action and greater resilience. You can give one point to each but you can emphasise some over others to send a message about your priorities.
The categories align with council departments and all are important but some may be more important to you than others. Things like Urban Renewal increase the rates base, improve the urban realm but also lead to gentrification. Arts and events attract visitors and support business (hotels, shopping, tourism and hospo) and great experiences are accessible in Auckland that we can all enjoy - but don’t return money to council (unless there was a bed tax or other levy). Other outgoings directly support the functioning of the city and wellbeing of communities.
Libraries, community centres and services and programmes are important for learning, health & wellbeing, connecting with others, and support services when required, including emergencies.
Improve town centres - this means streetscape upgrades that improve amenity, and attract investment. Council is increasingly looking to work as an enabler with private landowners to encourage development that increases housing and improves urban design outcomes. Raising the value of an area has winners and losers.
Plan for How and Where we should build more Homes as Auckland Grows - this is important but should be part of Plan Change 120 which is well underway. The Future Development Strategy is to realise a compact city.
Maintain and Improve Our Roads - it is unclear whether this includes cycling or walking.
Look after our beaches, streams, native bush & cultural heritage - this could incorporate professionals and volunteers in plantings, pest control, education etc.
Make it easier & more affordable to use public transport and cycling.
Reduce waste and plan for the effects of climate change - this includes electrification of facilities.
Provide & maintain local parks, sports fields and recreation facilities.
Fund events & tourism to help grow Auckland’s economy - this brings a financial return to business and hotels and means more events for us.
Manage Stormwater and protect communities from flooding - this includes removal of houses to make space for water that allows other taller housing to be built (a water-sensitive approach).
Question 6 - the City Centre
Please tick four (including other). The questions do not focus on improving life as a resident in the city centre. You may wish to draw attention to in “other”:
Access to everyday services – schools and childcare in the city centre
Noise management and late-night regulation – improve noise control from nightlife, construction, and events
Access to recycling – increase drop-off points for inorganic and e-waste
Affordable housing – support affordable and high-quality apartment housing
Urban cooling and shade – increase tree canopy and landscaping
Bike and scooter parking – ensure sufficient secure parking options
Tips for helping the analyst/AI analyse your feedback
This paragraph has tips for helping analysis of feedback, and guides you through the consultation. The information on the council “have your say” webpage is helpful too.
AI tools are used to analyze submissions so use clear language and key words (like support libraries, community etc) for thematic analysis.
Include a clear indication of sentiment (e.g. in favor of, against, like, dislike) about a topic or proposed option to show support or disagreement
Include relevant keywords
Use clear headings and divide feedback into sections if commenting about different aspects of a topic
Use bullet points instead of long paragraphs when possible
Include your connection to the topic under consultation (e.g. resident of a certain area, tenant/landlord, business owner)
Include info about your background or expertise if you feel comfortable or it’s relevant (e.g. 10 years’ experience in the ___ industry, a member of ___ community)
Don’t send in the exact same feedback wording as others, since this can look like a duplication error
Include your own one-sentence summary that encapsulates the main ideas of your feedback
